Formvorschriften: a) Submission of bid at the incoming goods department at Freiburgstrasse 130 in Berne or at the responsible cooperation office (by the bidder or courier): The bid must be handed in by the above-mentioned deadline at the latest during the opening hours of the incoming goods department (Monday-Friday from 07.30-11.30 a.m. and from 1.30-4.30 p.m.). Written confirmation of receipt is given by the incoming goods department or by the reception office.
b) Submission of bid by Post: Concerning observance of the deadline, the date of postmark or the bar code docket of a Swiss Post Office provides proof of the date of posting (company franking marks are not valid as postmarks).
c) Submission of bid at a Swiss diplomatic or consular representation abroad: Foreign bidders may hand in their bids by the above-mentioned deadline at the latest during office hours at a Swiss diplomatic or consular representation in their country. The representation provides written confirmation of receipt. Bidders are obligated to send the receipt of the representation concerned by the deadline at the latest by email (suzanne.mueller@eda.admin.ch and renate.schrenk@eda.admin.ch) to the contracting authority.
In all cases the bidder must safeguard proof of the timely submission of the bid.

The overall aim of the mandate is the support of the SDC FP DE in its role as co-chair of the GPI R&MA as well as to coordinate the institutionalisation of the DE Principles in Switzerland, as agreed in the outcome documents of the GPEDC in Busan (2011), confirmed 2014 in Mexico as well as 2016 in Nairobi. The support and services are required in two fields:
1)Backstopping for the FP DE in its engagement in GPI R&MA
2)Consultancy Support for the Institutionalisation of DE Principles within SDC

Consortia of bidders are permitted. Should SDC conclude the Contract with several Contractors (consortium), all parties must sign, having first designated a person to represent the consortium vis-à-vis SDC. The representative is expressly authorized to act for and on behalf of the consortium members. The consortium members shall be jointly and severally liable. Consortia members are allowed to participate exclusively in one bid. The bidder lists all members and their roles.
3.6 Subunternehmer
Subcontractors are permitted, subject to the prior approval of the awarding entity. If the bidder engages subcontractors in order to carry out the work, the bidder will assume overall responsibility. It will list all the subcontractors involved, together with the roles allocated to them, in annex 1 "Bidder information".
Any contractual delegation by the contractor of performance of all or part of the present contract to subcontractors shall be subject to the prior written consent of the contracting authority. Subcontractors and their personnel must satisfy all conditions stipulated in the present contract and the appendices thereto. The contracting authority shall be liable solely to the contractor. In the event that the contractor delegates performance of all or part of the contract, the contractor shall bear sole liability for the acts of any subcontractors.

These principles shall be deemed accepted by the Contractor on submission of the offer.
