The following must be observed in order to meet the submission deadline:

a) For submission to armasuisse (administration centre Guisanplatz 1)
The following points must be observed when handing in the goods at "Verwaltungszentrum Guisanplatz 1", Guisanplatz 1, 3003 Bern, at the attention of CC WTO armasuisse:
-The provider must register at "Areal Lodge Guisanplatz 1" stating the project title (cf. section 1.2). It will be forwarded by the latter to the "Ramp Management Guisanplatz 1".
-The submission must be made by 15.00 hours at the latest on the submission date mentioned under item 1.4 against issuance of a receipt confirmation of the ramp management.
-Opening hours of the ramp management: Mo - Fr 07.00 - 12.00 h / 13.00 - 15.00 h (outside these hours no offer can be made).

b) For submission by post:
The postmark or barcode receipt of the shipping service provider shall be authoritative (company frankings shall not be deemed postmarks).

c) For delivery to a diplomatic or consular representation of Switzerland:
The acknowledgement of receipt from the relevant representative shall be decisive. The acknowledgement of receipt must be sent to the e-mail address specified in section 1.2 by the latest by the deadline for submission of the offer, stating the project in question.

If the bidder participates as a bidding consortium, it must designate the company that will be the lead bidder (incl. for representation, coordination). The bidder must list in the tender all those involved in the bidding consortium together with the role allocated to each. A change to the lead bidder during the tender process must immediately be communicated in writing to the contract awarding authority at the address under point 1.2.
3.6 Subunternehmer
Permitted.
If the bidder engages subcontractors in order to carry out the work, the bidder will assume overall responsibility. It will list in the tender all the subcontractors involved together with the roles allocated to them. Subcontractors may not be changed once the tender deadline has passed and until the contract is signed.

When the tender is submitted, the suitability criteria and required supporting evidence listed below must be confirmed, appended, and substantiated in full without any reservations or modifications; otherwise the bid will not be considered.

E1 Extracts from the debt collection register and excerpts from the commercial register
Extracts from the debt collection register and excerpts from the commercial register or the equivalent recognised documentation from other countries which provide evidence that the supplier does not have any tax debts or has not paid the full amount for social security contributions (not older than 3 months - the effective entry date is decisive).

E2 a) Compliance with procedural principles
The supplier confirms that it and the third parties it has called on (subcontractors and subsuppliers) will comply with the procedural principles in accordance with the self-declaration sheet (Enclosure 1.1.1) of the Swiss federal government's purchasing conference (BKB).

b) Additional evidence of compliance with the regulations on equal pay for men and women
Suppliers with more than 50 employees and their first-level subcontractors that have more than 50 employees must also provide evidence for the self-declaration sheet on how their salary practice has been reviewed and how the tolerance threshold of 5% applied in purchasing functions is adhered to.

E4 Audit
The supplier is willing, if requested by the contracting authority, for itself and its partner firms in the production chain as shown in the suppler self-declaration to be audited by an independent audit institution appointed by the contracting authority. The audit is intended to ensure compliance in particular with the ILO fundamental principles and local work and occupational safety conditions as stated in the supplier self-declaration. The supplier further confirms and acknowledges that failure to comply with one or more of the ILO fundamental principles or one or more of the local work and occupational safety conditions will result in the offer being excluded from the tender.

E5 Compliance with the production chain
Confirmation of the supplier that it will produce the items requested as stipulated in the specification using the production chain stated in the supplier self-declaration (Enclosure 1.1).

E6 Environmental protection
Compliance with the national legislation for all areas of environmental protection (air, water, etc.) in all of the process steps taken by the supplier and the main subsuppliers in accordance with Section 1.3 of the supplier self-declaration (Enclosure 1.1).

E7 Compliance with laws regarding the payment of minimum wages
The supplier confirms that it and its main subsuppliers shall comply with the laws regarding the payment of minimum wages applicable in the country in which their production facilities are located in accordance with Section 1.3 of the supplier self-declaration (Enclosure 1.1).

The supplier confirms that it will assume overall responsibility, i.e. the supplier is the sole contractual partner of the contracting authority. Any parties involved must be listed together with their assigned roles and functions in Enclosure 1.1.

The supplier confirms that it will provide the range of samples requested with the bid and each offered lot in accordance with Section 2.7 of the specification so that the quality can be checked.

The supplier must specify at least 2 references which prove that they have been involved in manufacturing and delivering articles comparable with those described in this tender since 2016 (order volume at least 10,000 ready-made articles). E17 References for Lot 2 (Safety belt FCA)
The supplier must specify at least 2 references (authorities, such as police, armed forces, customs and similar) which prove that they have been involved in manufacturing and delivering articles comparable with those described in this tender since 2016. (Order volume at least 100 of the ready-made articles). There must be two separate references (e.g. not both from armasuisse). Details of the company name, address, phone number and contact person.

E18 Delivery dates for Lot 1 (Baggage set, combat pack)
Confirmation by the supplier that willingness and capacity exists to produce 80,000 ready-made articles within a maximum of 8 months from the time of ordering and to deliver them from the production site to a receiving location in Switzerland, as well as 2,000 ready-made articles within a maximum of 8 weeks from the date of assignment. The supplier confirms that it has the capacity to fulfil the quote submitted in full. In other words, the supplier must be able to complete all orders. Should the supplier not comply with these deadlines, the client reserves the right to revoke the issuing of the contract and a contractual penalty will be enforced.

E19 Delivery dates for Lot 2 (Safety belt FCA)
Confirmation by the supplier that willingness and capacity exists to produce 4,500 ready-made articles within a maximum of 8 months from the time of ordering and to deliver them from the production site to a receiving location in Switzerland, as well as 2,000 ready-made articles within a maximum of 4 months from the date of assignment. The supplier confirms that it has the capacity to fulfil the quote submitted in full. In other words, the supplier must be able to complete all orders. Should the supplier not comply with these deadlines, the client reserves the right to revoke the issuing of the contract and a contractual penalty will be enforced.
