Observe all instructions on completing the SEAP qualification documents, technical and financial offer as stipulated in Law 98/2016 and GD 395/2016.The bidder is obliged to number, sign and stamp each page of the tender. The scope of the contract is:
Vol. 1 "Upgrading of the lighting system in two City Hall buildings using LED technology "
- Supplying and mounting of minimum 1094 interior luminaires equipped with LED technology
- Supplying and installing in minimum 4 rooms in public institutions of a lighting control system based on presence and light sensors.
Vol.2 "Modernization and expansion of the public lighting system using LED technology"
- Supplying and mounting of minimum 1358 public lighting luminaires equipped with LED technology;
- Supplying and mounting of a lighting control system for minimum 1358 public lighting luminaires;

3. Bedingungen
3.1 Generelle Teilnahmebedingungen
Participation guarantee issued on behalf of the bidder, in accordance with Art. 36 GD 395/2016, which will be issued by a company bank / insurance company in the amount of 100,000 lei. The validity of the participation guarantee will be at least equal to the tender validity period, namely 90 days from the deadline set for the submission of tenders. Details are described in the tender documents.
3.2 Kautionen / Sicherheiten
The performance bond is 10% of the contract value without VAT. Details regarding form, issuing date and availability are described in the tender documents.
3.3 Zahlungsbedingungen
Detailed payment conditions are described in the tender documents, contract template.
3.4 Einzubeziehende Kosten
Contract currency is RON, VAT included. Contract price must include all costs for the supply of goods (including all components), transport and packing costs, price of dismounting and installing works
3.5 Bietergemeinschaft
Partnership Agreement and supporting documents will be presented at the request of the contracting authority only for the bidder (in combination by each economic operator that is part of the Association) ranked first in intermediate ranking made on completion of the evaluation of bids (Form 5)
3.6 Subunternehmer
The bidder is required to specify the part / parts of the contract which is to subcontract and recognition details of the proposed subcontractors. In case the bidder uses the capabilities of subcontractor / subcontractors to meet the qualification criteria, will be presented one form in DUAE separately for each individual subcontractors, properly completed and signed by each of them. The supporting documents that prove the requirement will be presented at the request of the contracting authority only for the bidder ranked first in intermediate ranking compiled at the finalization of the evaluation of tenders: agreement / subcontracting agreements / documents of the subcontractor / subcontractors (Details can be found within tender documentation point III.2.3.a)
3.7 Eignungskriterien
aufgrund der nachstehenden Kriterien:
Documents certifying the personal situation of the economic operator (tender documents III.2.1.a).
Prove for a form of registration under the law of the country of residence Certificate issued by ONRC proving that the activity domain of the bidder complies with the object of the procedure / part of the procedure object that they perform as associates ( in case of association ) ( see tender documents III.2.1.b).
Information on the financial situation: minimum annual turnover for 2015 (see tender documents III.2.2).
List of the main product deliveries in the last 3 years, containing values, delivery periods, beneficiaries (see tender documents III.2.3.a).
Supply of similar products to those described in the tender book within the last 3 years with sum value of minimum 5,000,000 lei, without VAT, from maximum of 3 contracts. (see tender documents III.2.3.a).
Statement on the list of equipment to be used in work execution and the bidder disposal (see tender documents III.2.3.a).
Information regarding association - if applicable
