a) If handed over to the FBL lodge (by the bidder itself or by courier): the bid must be handed over no later than on the abovementioned submission date during the lodge opening hours 07:00 - 12:15 and 13:15 - 17:00 hrs. (for address see place of submission) in return for issue of a confirmation of receipt from FBL.
b) For submissions by post: the date of postmark or barcode from a Swiss or officially recognised foreign post office will be definitive for determining adherence to the deadline (company franking stamps do not count as a postmark).
c) Where the offer is handed over to a diplomatic or consular representation of Switzerland abroad: foreign bidders can also hand over their offers by no later than the submission date mentioned above, during the opening hours in return for the issue of a confirmation of receipt from a Swiss diplomatic or consular representation in their country. In this context they are obligated to send the confirmation of receipt from the corresponding representation to the client by no later than the submission date by fax (Fax No. as per No. 1.2 above).
In any event the bidder must ensure proof that the offer has been submitted within the stipulated time.

Since 1946 the Swiss Embassy in Moscow has been located in the Basmanny district northeast of the city centre.
At the end of the 1980's and the beginning of the 1990's, the Swiss mission in Moscow transformed itself into one of Switzerland's largest and most important embassies within a few years.
In cooperation with representatives of the city of Moscow and the Federal Department of Foreign Affairs, the Federal Office for Buildings and Logistics (FBL) announced a project competition in the summer of 2007 for a basic redesign of the embassy. The embassy plot with its historic 19th century city palace will be supplemented with a new L-shaped building, which will stand along the border of the plot. The old and new buildings together surround an interior courtyard. The requirements of the MINERGIE ECO® Standard should be respected.

In particular, all key personnel from the sub- or co-contractors listed in the questionnaire should possess sufficient training, experience, and foreign language skills (at least German or English).
- E1.2 Sufficient machinery for the implementation of builder's work as well as sufficient IT infrastructure and office equipment for timely realization.
- E1.3 Clear definition of cooperation, distinction of services, interfaces and responsibilities of project organization (for example, between general contractor and subcontractor or within the bidder consortium). No sub-subcontractors shall be allowed.

Pursuant to art. 8 of the Federal Law on Public Procurement (BöB). The corresponding self-declaration (Form U) must be signed and turned in.
4.5 Sonstige Angaben
1. The invitation to tender will occur in two phases: 1. Prequalification, 2. Tender: only the invited bidders will be admitted to tender. During the prequalification, the suitability of individual bidders will be examined by visiting companies and properties, as well as by procedures disclosed in the docu-mentation.
2. The contracting authority and the bidder shall treat as confidential all information that is neither obviously or generally accessible.
3. A bidder outside of Switzerland shall meanwhile agree that in the case of a negative suitability test, their elimination from the procedure can legally be published. Article 8 para. 1 letter d of the Federal Law on Public Procurement (BöB) does not apply in this respect. The corresponding statement with the secrecy agreement (Form U) must be signed and turned in.
4. Alternatively, bidders outside of Switzerland may, analogous to art. 11b para. 2 of the Administrative Procedures Act (APA, SR 172.021), designate a delivery address in Switzerland.
5. Approval of realisation and financing by the bodies responsible and a legally binding construction permit remain reserved.

In accordance with Art. 30 of the Law on Public Procurement an appeal can be lodged in writing within 20 days of publication of the above instruction with the Federal Administrative Court, Postfach 3000 Berne 14. The complaint is to be submitted in duplicate and must contain the request, the reasons supporting it including indication of the evidence and the signature of the complainant or his/her representative. The complaint must be accompanied by a copy of the present publication and by available evidence.
