Suitability criteria with exclusivity:
M1:Acceptance of the current General Terms and Conditions (GTC) of the Swiss Confederation:
- GTC of the Swiss Confederation for the procurement of overall IT systems
- GTC of the Swiss Confederation for hardware and software maintenance and support
- GTC of the Swiss Confederation for licenses
- GTC of the Swiss Confederation for IT services
M2: Confirmation that the application/offered solution in the EXPERT part meets the the requirements according to DUKE or TITAN
M3: Evidence by tenderer that he will assume the overall responsibility for the present project, in particular that tenderer is the sole contracting partner of the awarding authority. Possible participants have to be listed with the roles assigned to them.
M4: Confirmation that the project is implemented acc. To HERMES 2003 (a tayloring can be used)
M5: Willingness that the company incl. all subcontractors and all persons offered and being emplyed can be subjected to a Personnel Security Clearance Procedure (PSP) or to a Company Security Clearance Procedure (BSE) by the Swiss Confederation.
M6: Tenderer undertakes to treat men and women equally and confirms that equal pay for men and women is in force.
M7: Tenderer confirms that he has understood the tender documentation and that his answers and comments are true and correct.
M8: Tenderer confirms that he assumes the liability for the services, adherence to delivery dates, damages to persons and material, also for possible subcontractors
M9: Confirmation that the directives according to the Corporate Design of the Swiss confederation are complied with
M10: Acceptance of the draft procurement contract. The articles, which are not accepted, have to be name, a reason for the non-acceptance has to be given and an alternative wording has to be provided
M11: Evidence that the company is not subject to debt recovery and recovery regarding social contributions and taxes. Enforced payment collection and commercial register records, which are not older than 3 months, have to be enclosed.
M12: Evidence with coordinates is required that a point of contact and project manager authorized to decide is available during the entire tender phase in case of problems and escalations as well as during project handling as SPOC (Single Point of Contact). Moreover evidence must be provided that personnel speaking German is employed for the implementation.
Evaluated suitability criteria
E1: Tenderer must have proven experience in the realisation of similar projects.
A reference is considere comparable if
- tenderer has made an important contribution toward its conception/realisation and the project was completed not more than 3 years ago;
- size and complexity of the project are comparable to the published one;
- if possible the project was realised in a militarry context (Command Support Organisation/Air Force).
E2: Tenderer must provide evidence for the maintenance of a Quality Management System (ISO Certification or similar Quality Management System). For this purpose a copy of the respective quality certificate or a description of the Quality Management System has to be enclosed with the request for participation. (no more than 2 pages A4)
E3: Evidence for an average annual turnover within the last 3 years of at least CHF 4 Mio. (four million Swiss Francs)
E4: The request for participation is concide, complete, and the chapters short presentation and management overview are clear and plausible. The requested for of submission is complied with.

The client only awards public commissions for services in Switzerland to tenderers who comply with job security regulations and the conditions of work for employees, and provide equal payment for men and women.

1. For reasons of efficiency the awarding authority limits the number of participants to 4.
2. After assessment of the received request for participation the tender documentations will be sent to the admitted tenderers in mid February 2010.
3. The readiness for procurement of the project and the availability of credits remain reserved.

In accordance with Art. 30 of the Law on Public Procurement an appeal can be lodged in writing within 20 days of publication of the above instruction with the Federal Administrative Court, Postfach 3000 Berne 14. The complaint is to be submitted in duplicate and must contain the request, the reasons supporting it including indication of the evidence and the signature of the complainant or his/her representative. The complaint must be accompanied by a copy of the present publication and by available evidence.
