2.2 Detaillierter Aufgabenbeschrieb
The Ecom@Africa initiative is a UPU project aimed at assisting UPU member countries situated in the African continent towards the development of a common inclusive strategy to give small and medium-sized enterprises (SMEs) as well as citizens access to e-commerce through the postal network. This consultancy assignment shall be guided by the following objectives:

Development of integrated postal e-commerce operating and capacity building models

- Assist in enhancing and reformulating the Ecom@Africa implementation strategy and methodology to support the continuous improvement and implementation of the initiative in a sustainable and effective way;

- Participate and contribute to project identification and scoping workshops to assist UPU member countries and their DOs in developing sound integrated postal e-commerce operating models.;

- Provide guidance for the implementation of specific projects and solutions identified within the framework of Ecom@Africa;

- Assist in the selection and recruitment of experts or specialized consultants to be engaged by the relevant UPU member countries implementing the Ecom@Africa initiative;

- Assist in the preparation of a didactic training guide as well as provide training to build the capacity of experts, specialized consultants and staff of the relevant UPU member countries and their DOs.

Stakeholder recruitment and resource mobilization

- Support with stakeholder recruitment and partnership development, including the engagement of donors and investors in the mobilization of resources to support the development and implementation of Ecom@Africa;

- Provide support to negotiations and setting-up of various agreement models with the stakeholders involved in the implementation of projects within the framework of Ecom@Africa;

- Assist in negotiations led by UPU member countries and their respective DOs in order to structure and implement Public-Private-Partnerships (PPPs) and bring on board development partners, the private sector, and other stakeholders in the implementation of Ecom@Africa initiative.
