Switzerland has been supporting the water sector in Central Asia since 1998, mostly with irrigation. The Swiss engagement in Tajikistan's rural drinking water supply and sanitation sub-sector followed in 2007 as part of the Regional Rural Water Supply and Sanitation project (RRWSSP) of Uzbekistan and Tajikistan Fergana Valley. The current Swiss-funded rural safe drinking water program in Tajikistan consists of three projects:
(i) The Tajikistan Water Supply and Sanitation (TajWSS) project, carried out by OXFAM and UNDP responsible for policy dialogue; (ii) The project on Integrated Health and Habitat Improvement (IHHI) with an RWSS component in the Rasht Valley with a mid to long term development perspective implemented by the Mountain Societies Development Support Program (Aga Khan Foundation); (iii) The RRWSSP in Uzbekistan and Tajikistan, implemented by the International Secretariat for Water (ISW) on the Tajik side of the Fergana Valley of the Sughd Region.

Starting as of 2014, the Tajikistan portion of the RRWSSP will be separated, named "RWSS Fergana Valley project - Phase I" and is subject of the current tender. The Overall Objective of Phase I is improving the rural population's health and wellbeing through sustainable Rural Water Supply and Sanitation and improved household hygiene and hygienic behaviour.

The project's three main components include (i) a village level with infrastructure development, capacity building and hygiene promotion, (ii) a regional/national level aiming at strengthening replication mechanisms and sustainability and (iii) a national level with a contribution to policy dialogue, development of synergies with other Swiss-funded projects and cooperation with other donors and partners active in the sector.
The overarching goal or vision of the project is sustainability in a sense that (a) local authorities will be able to replicate similar system elsewhere in the country, thereby being able to continue the effort to reach full WSS coverage in rural area after the Swiss-funded project has concluded, and (b) the RWSS sector will be well on its way towards financial autonomy.

The project is conceived with a time horizon of approximately 4 years in a single phase. During the implementation of Phase I, the decision of a possible continuation of the project will be taken. It will be implemented in two additional Districts of the Sughd Region. The total budget allocation is of approximately CHF 5 million.

International or Tajik organizations with international experience and proved practice in RWSS programs are invited to present their full-fledged offer to the tender for the project.

Bemerkungen: The mandate to award is legally based on the Federal Act of 24 March 2006 on cooperation with the States of Eastern Europe. The validity of this Act expires on 31 May 2017. If this legal basis is not prolonged or replaces beyond 31 May 2017, this mandate terminates on this date without prior notice. Expenses incurred up to this date will be reimbursed. The SDC cannot be held liable for any damages resulting from the termination of the mandate.

The contracting authority awards public contracts for services provided in Switzerland only to bidders who ensure compliance with the health and safety regulations and employment conditions for employees, as well as equal pay for women and men.
If the service is provided abroad, the bidder must ensure at least compliance with the International Labour Organization's fundamental conventions in accordance with Annex 2a PPO.
These principles shall be deemed accepted by the Contractor on submission of the offer.
